‘राष्ट्रवादी लेखक संघ’ के तत्वावधान में ‘राष्ट्रीय विज्ञान दिवस’ के शुभ अवसर पर एक ई-विमर्श का आयोजन किया गया जिसका विषय ‘भारतीय विज्ञान की परंपरा : राष्ट्रीय विज्ञान दिवस के परिप्रेक्ष्य में’ था। इसी विमर्श में विशिष्ट वक्ता के रूप में सम्मिलित हुए वैदिक शिल्प संशोधन मंडल नागपुर से जुड़े अभियंता बिजय प्रसाद उपाध्याय ने कहा कि भारत में जीवनचर्या का मूल आधार ही विज्ञान रहा है और यह विज्ञान शब्द वैदिक काल से निरंतर प्रचलन में है। अभियांत्रिकी महाविद्यालय पुणे में प्राध्यापक शांतनु कोकाटे ने अपने वक्तव्य में बताया इस संस्कृत के ग्रंथों में अद्भुत विज्ञान का भंडार भरा है, दुर्भाग्य से हम संस्कृत भाषा का संबंध केवल धर्म एवं अध्यात्म से जोड़ते हैं जबकि वास्तविकता ठीक इसके विपरीत है। कार्यक्रम का विषय प्रवर्तन करते हुए राजा बलवंत सिंह अभियांत्रिकी महाविद्यालय बिचपुरी आगरा के एसोसिएट प्रोफेसर डॉ. धर्मेंद्र सिंह तोमर ने राष्ट्रीय विज्ञान दिवस के परिप्रेक्ष्य में इस दिन का नोबेल पुरुस्कार विजेता प्रथम भारतीय वैज्ञानिक डॉ. चंद्रशेखर वेंकट रमण के तत्व पर प्रकाश डाला। उन्होंने बताया कि प्राचीन काल से ही भारत के आर्यभट्ट, बौधायन आदि जैसे विज्ञानविदों ने विज्ञान के क्षेत्र में मील के पत्थर स्थापित किए हैं। राष्ट्रवादी लेखक संघ के राष्ट्रीय संयोजक यशभान सिंह तोमर ने कहा यह बहुत बड़ा भ्रम है, जो भारतीय सोचते हैं कि विज्ञान के लिए अंग्रेजी माध्यम अनिवार्य है। ब्रिटेन, कनाडा, अमेरिका, न्यूजीलैंड व ऑस्ट्रेलिया इन पाँच देशों को छोड़कर सारे विकसित देश अपनी मातृभाषा के आधार पर विज्ञान का ही अध्ययन अध्यापन करते हैं, और विकसित हुए हैं। मद्रास संस्कृत कॉलेज में संस्कृत के आचार्य डॉ. अखिलेश्वर मिश्र ने कहा कि भारत का खगोलीय विज्ञान व ज्योतिष का ज्ञान दुनिया का सर्वश्रेष्ठ विज्ञान है। विमर्श की अध्यक्षता कर रहे नासिक से जुड़े सुविख्यात प्राच्य विद्याविद राहुल खटे ने बताया कि यदि पश्चिम की वैज्ञानिक शब्दावली का भाषा विज्ञान के आधार पर अध्ययन करें तो पाएंगे कि अनेक शब्दों की व्युत्पत्ति संस्कृत के मूल शब्दों से ही हुई है। उन्होंने भारतीय भाषाओं में उपलब्ध वैज्ञानिक एवं तकनीकी शब्दों के परिचय के साथ ही अंग्रेजी भाषा में प्रचलित शब्द किस प्रकार से संस्कृत एवं अन्य भारतीय भाषाओं से व्युत्पन्न हुए है इसका प्रस्तुतिकरण किया और आज के वैज्ञानिक युग में हमारी भारतीय भाषाएँ किस प्रकार अपनी वैज्ञानिकता को लेकर चलती हैं, इसे भाषाविज्ञान के सिद्धांतों का आधार देकर सिद्ध किया। सन 1298 से पूर्व यूरोप में विज्ञान जैसी अवधारणा का सर्वथा अभाव था। विमर्श का संचालन कर रहीं नैनीताल से जुड़ी राष्ट्रवादी लेखक संघ प्रकाशन प्रमुख हेमा जोशी ने कहा के यूरोप में तो अंकों तक में शून्य तथा दशमलव का सर्वथा अभाव रहा है इस दृष्टि से भारत का वैज्ञानिक ज्ञान अप्रतिम है।

कीर्तिशेष राष्ट्रवादी लेखक संघ के संस्थापक यशभान सिंह तोमर जी की स्मृति में आयोजित 27 जून रविवार को राष्ट्रवादी लेखक संघ के इक्यावनवें ऑनलाइन साप्ताहिक विमर्श भारत में अभियंत्रण शिक्षा में भाषाई परिवर्तन विषय पर मुख्य वक्ता के पद से बोलते हुए गोवा की विज्ञान लेखिका डॉ शुभ्रता मिश्रा ने कहा कि अभियांत्रिकी का जन्म मूल रूप से भारत में ही हुआ था। हड़प्पा और मोहनजोदड़ो की सभ्यता के दौरान बड़े ही व्यवस्थित लेआउट में नगर की बसावट और स्नानागार आदि का निर्माण हुआ था ।तब दुनिया मे कही भी इस तरह की अभियांत्रिकी का कोई नामोनिशान नहीं था। भारत में अभियांत्रिकी के जनक विश्वेश्वरैया ने अभियांत्रिकी शिक्षा मे भारतीय तकनीक का समावेश करते हुए उसका इस्तेमाल किया। आज के दौर में भारतीय युवाओं के लिए अभियांत्रिकी क्षेत्र में सफलता के झंडे गाड़ने में अंग्रेजी भाषा बाधक बनी हुई है। यही कारण है कि 4000 इंजीनियरिंग कॉलेजों में से निकलने वाले योग्य इंजीनियर ज्यादातर विदेश पलायन कर जाते हैं। शेष जो बचे , उनमें से 60% को कोडिंग नहीं आती। 31राष्ट्रीय प्रौद्योगिकी संस्थानों मे ग्रामीण क्षेत्र के बच्चे भी अंग्रेजी माध्यम से पढ़ने को मजबूर हैं, इस नाते वे अपनी मौलिक प्रतिभा का सहज विकास नहीं कर पाते। इसलिए जरूरी है कि इंजीनियरिंग की पढ़ाई बच्चों की मातृभाषा में कराई जाय, ताकि देश में अभियांत्रिकी कौशलों का विकास किया जा सके। एआईसीटीइ के सर्वेक्षण में 44% छात्रों ने मातृभाषा में इंजीनियरिंग की शिक्षा दी जाने की वकालत की है। नई राष्ट्रीय शिक्षा नीति के तहत प्रो अनिल सहस्रबुद्धे के नेतृत्व में मातृभाषा में अभियांत्रिकी की शिक्षा दिए जाने की व्यवस्था की जा रही है। 2021-22 में अंग्रेजी के अलावा हिंदी और अन्य 8 भारतीय भाषाओं में 7 आईआईटी और 50% एनआईटी में मातृभाषा में शिक्षा दिए जाने की शुरुआत हो रही है। 3 चरणों में 100% एन आई टी में लगभग सभी प्रमुख विषयों में अभियांत्रिकी की शिक्षा शुरु की जानी है। उन्होंने कहा कि मातृभाषा के माध्यम से अभियांत्रिकी की शिक्षा वर्तमान प्रणाली की तुलना में कई गुना ज्यादा सार्थक सिद्ध होगी। बशर्ते कि मातृभाषा की शिक्षा को समाज स्वीकार कर ले, सरकार समस्त संसाधन मुहैया करा ले और औद्योगिक संस्थान किनाराकसी न करने लगे ।

         भाषा अधिकारी राहुल खटे ने इंजीनियरिंग शब्द को प्राचीन ग्रंथ निरुक्त के हवाले से भारतीय शब्द बताया। श्री विजय शंकर यादव ने भाषाई आंदोलन को सफल होते देख प्रसन्नता जताई और कहा 11 भाषाओं में 128 पाठ्यक्रम मातृभाषा मे इसी वर्ष से शुरू हो रहे हैं, जो प्रतिवर्ष बढकर मातृभाषा में शिक्षण का पथ प्रशस्त करेंगे। उन्होंने कहा कि भाषागत अवरोध भारत में अभियांत्रिकी ज्ञान को फलित नहीं होने दे रहा है। ज्ञान जुटाने से बेहतर होता है ज्ञानमय होना,जो अपनी भाषा में ही हो सकता है। अपने को पहचानने की जरूरत है।

           डॉ राजीव रावत ने कहा कि इंग्लिश मीडियम में शिक्षा का छिपा एजेण्डा  शायद अंग्रेजी देशों और अंग्रेजीपरस्तो के हित के लिए रखा गया था , क्योंकि भारत की स्वतंत्रता का दस्तावेज तो वास्तव में ट्रांसफर आफ पावर ही है। उन्होंने यह भी कहा कि वर्षों से चले आ रहे राजभाषा अधिनियम का पालन कराने के लिए उत्तरदाई संस्थाओं की जिम्मेदारी बढ़ गई है।

         श्री रवि शुक्ला ने कहा कि  भारत के उज्जवल भविष्य के लिए मातृभाषा में इंजीनियरिंग की शिक्षा अनिवार्य है। 

          अटल बिहारी वाजपेयी विश्वविद्यालय के डॉ अंकित गौर शिंदे ने कहा कि पाठ्यक्रम की उपलब्धता के साथ-साथ यह भी महत्वपूर्ण है कि भारत में शोध कार्य भी मातृभाषा में हो और  मातृभाषा के जर्नल में  प्रकाशित हो ।

  श्री विमल जी ने कहा कि आप्त ज्ञान का अनुवाद मशीनी नहीं व्यावहारिक और प्रचलित शब्दावली में हो। अनुवाद करने वाले के लिए अनिवार्य हो कि वह हिंदी माध्यम से ही पढा हो ।

   असम के श्री चिन्मय  ने कहा कि ज्ञानकोष केवल अंग्रेजी में ही नहीं है। जर्मनी से 120 लोगों ने अब तक अपनी भाषा में शिक्षा प्राप्त कर नोबेल पुरस्कार जीते हैं। कहा कि मुरली मनोहर जोशी जी ने विज्ञान विषय का शोध कार्य हिंदी में किया था। सुझाव  कि हर राज्य में एक इंजीनियरिंग कॉलेज,  एक मेडिकल कॉलेज, एक तकनीकी संस्थान मे हिंदी और मातृभाषा में शिक्षा उपलब्ध कराने की व्यवस्था होनी चाहिए।

  श्री हरिराम ने कहा कि हमें प्राइवेट सेक्टर और पार्टनरशिप का भी सहयोग लेना चाहिए ताकि मातृभाषा में अध्ययन करने वालों को भी अच्छे वेतनमान वाली नौकरियां मिल सके, अन्यथा स्टेटस का अंतर रहने पर अंग्रेजी का वर्चस्व बरकरार रह जाएगा ।उन्होंने सुझाव दिया कि अंतरराष्ट्रीय और राष्ट्रीय स्तर पर हिंदी माध्यम की इंजीनियरिंग शिक्षा को बढ़ावा देने के लिए मानक संगठन बनाने और एजुकेशनल चैनल खोलकर कंपनियों को आमंत्रित किये जाने की जरूरत है।

     श्री विजय कुमार मेहरोत्रा ने कहा कि अनुवाद के बजाय अनुसृजन की पद्धति अपनानी होगी,तभी ज्ञान का सहज सरल और तरल प्रवाह होगा तभी तकनीकी शब्दावली आयोग के शब्दो को छात्र स्वीकार कर पाएगे।कहा कि श्रीअटल बिहारी वाजपेयी विश्वविद्यालय से सीख लेते हुए सारी व्यवस्थाएं मुकम्मल करनी होगी। प्रोफ़ेसर श्रीधर ने कहा कि अनुवादन में प्रोफेसर से लेकर भाषा वैज्ञानिक और अनुवादकर्ता  को मिलकर काम करना होगा। अंग्रेजी शब्दों का उच्चारण समरूप नहीं है। भारतीय भाषाओं में समरूपता बनाए रखना होगा। अनुवाद के स्तर पर भी मौलिकता जरूरी है।

    समीक्षा करते हुए श्री धर्मेंद्र सिंह तोमर ने कहा कि जो देश अपनी भाषा में शिक्षा नहीं दे सकता, वह देश एक कदम उन्नति नहीं कर सकता। इजरायल जैसे देशों ने निज भाषा में ज्ञान का संचय किया और शिक्षा व्यवस्था दी, तभी सफल हूआ है। निज भाषा में मौलिकता और विशेषज्ञता अधिक होती है । भारत की खगोल विद्या आदि का प्राचीन ज्ञान इतना समृद्ध है कि हमें अनुवाद के बजाय अपनी परम्परा गत ज्ञान -संपदा का अधिक इस्तेमाल करना चाहिए ।आज तो एआईसीटीई ने ऐसा सॉफ्टवेयर विकसित कर लिया है कि दूसरी भाषा से अनुवाद आसान हो गया है ।  गोष्ठी में भाग लेने वाले विद्वानों को धन्यवाद देते हुए श्री अनूप नवोदयन ने कहा  कि ग्रामीण परिवेश से मातृभाषा में पढ़कर उच्च शिक्षा में जाते ही छात्र को अचानक भाषागत समस्याओं से जूझना पड़ता है, जिससे वह कुंठित हो जाता है। उन्होंने कहा कि सच तो यह है कि यूरोप मे  ज्यादातर आविष्कार 19वीं- 20वीं सदी में हुए हैं। इन सारे आविष्कारों के मूल उत्स भारतीय ज्ञान-संपदा में पहले से विद्यमान हैं,वहीं से उठाए गए हैं । हम अपनी ज्ञान-संपदा को ग्रहण कर लेः,तो हमें किसी दूसरे वाङमय से उधार लेने की जरूरत नहीं पड़ेगी।गोष्ठी का संचालन भाषा अधिकारी नासिक श्री राहुल खटे ने समालोचना श्री धर्मेंद्र सिंह तोमर और अतिथियों का स्वागत संस्थापक न्यासी हेमा जोशी जी ने किया। ई-विमर्श में राष्ट्रवादी लेखक संघ के डॉ रमा सिंह, श्री अरविंद मौर्या, श्री रघुनाथ पांडेय, श्री संजय सिंह, श्री बृजेश सिंह, श्री अमन कुमार,श्री विनीत सराठे, रामचरण रुचिर आदि उपस्थित रहे। कार्यक्रम विवरण प्रस्तुति श्री रघुनाथ पांडेय के द्वारा की गई।
